Supporting South Europe municipalities in the definition of Sustainable Local Heating and Cooling Plans

Plan4COLD supports South European municipalities in complying with Article 25º of the Energy Efficiency Directive (EED), which mandates local heating and cooling plans for cities over 45,000 inhabitants. Heating and cooling represent nearly half of the EU’s final energy consumption, with cooling demand rising, particularly in South Europe. Unlike North and Central Europe, where cooling is less of a concern, Southern municipalities face growing cooling needs but lack tailored resources. Plan4COLD addresses this gap by developing customized tools, capacity-building programs, and direct cooperation with 10 lead cities in Italy, Greece, and Portugal. These municipalities will create Sustainable Heating and Cooling Plans, serving as models for others. The project will generate policy recommendations at national, regional, and local levels to facilitate EED implementation.
